JOSÉ ANTONIO MORENO MOLINA Ph.D. in Law
Professor of Administrative Law and the Master's Program in Public Procurement at the University of Castilla-La Mancha. He has a significant research and scientific specialization in juridical-administrative matters, particularly in Public Procurement Law, environmental law, and the protection of persons with disabilities. He has published numerous impactful monographs and articles on these subjects and has delivered lectures at relevant international and national conferences and courses organized by universities, government bodies, and public entities in Europe and Latin America. Some of his notable publications include "The Right to Good Administration," "Protection against Forest Fires and Regulatory Standards in Andalusia," "Advances towards Global Public Procurement Law," "Low-Value Purchases and Dynamic Acquisition Systems," and "Public Procurement," among others.

ALMA PATRICIA DOMÍNGUEZ ALONSO Ph.D. in Law
Associate Professor of Administrative Law at the University of Castilla-La Mancha, specializing in Water Law and Environmental Law with several publications in the field. Notable among them are two monographs: "Spanish and Ibero-American Water Administration," Euromediterranean Institute for Water, Murcia, 2008; and "Administrative Organization of Inland Waters in Mexico: A Comparative Study from Spanish Law," Juridical Doctrine Series of the Institute of Legal Research at the National Autonomous University of Mexico, Mexico City, 2010 (available online at http://www.bibliojuridica.org/libros/libro.htm?l=2819). She recently published the book "Development Cooperation: The 2030 Agenda of the United Nations and European Union Law, Spanish and Regional Law," Aranzadi, Pamplona, 2021, among others.

RODOLFO CANCINO GÓMEZ Ph.D. in Law
He is a Full-Time Professor-Researcher in the area of Foreign Trade at the Faculty of Law of the National Autonomous University of Mexico (UNAM). He holds a doctoral degree in Law from the same university and has specialized studies in the World Trade Organization and UNCTAD, as well as postdoctoral studies in international public procurement under the auspices of CONACYT. Some of his publications include "Dispute Resolution in International Public Procurement (IPP)" and "Impact of the 2030 Agenda and Sustainable Development Goals on the European Union, Spain, and Mexico."

She completed her academic training as a fellow of the National Program for University Teaching Training, conducting research stays in Italy (Università degli Studi di Firenze), Portugal (Universidade Lusíada Lisboa [Portugal]), and Mexico (Universidad Anáhuac, Xalapa).
