Niccolo Machiavelli is one of the classics of political science who continues to provoke a great number of interpretations by his councils proposed more than 500 years ago has achieved a permanent invocation to the pragmatic policy, but also has contributed to the formulation of theoretical categories that still Today serve for debate and controversy over what politics should be. In the present work we reflect on the category of citizens, where the Florentine observes that he is in a permanent relationship of tension with the State when considered as a political force capable of opposing the excesses of absolute power, besides being conceived as a Risk to maintain the unity of the State, more when they are empowered and recognize all their political and social rights, hence the construction of the category of citizen serves to understand the exclusion or inclusion of people by the State.Downloads
